Moratorium Support Committee Minutes

Johan Hogervorst opened the meeting at 7:10 p.m.   The meeting was not taped.  Those in attendance were Darlene and Marv Beckman, David Bellemore, Gary Darnielle,  Audrey and Ralph Farnsworth, Richard Koehler, Christine May, Susie Navetta, John Stead, and Gerry Wasserburg.

 The Minutes from last meeting were approved.

 1.  Review of Mark Chernaik’s latest draft to address new standards for septic systems was made by Gerry Wasserburg.  The committee went over the document page by page and made the following corrections.

Page 1, make corrections

Page3, nitrates need to be addressed

Page 4, add the human body contains about 1% phosphorus

Page 5, add statements limiting phosphorus

Page 6, replace diagram

Page 8, delete picture

Page 9, add of less than 1mg per liter

Page 10, add a list of alternatives

Page 11, delete diagram

Page 12, no grab sample

Page 13, add other places phosphorus can be found besides high level dish  washer detergent

Page 16, delete the .05% definition

Page 17 Dunes City shall establish a septic system improvement fund, establish different types of funding, and write ordinances for non-compliance and penalty.

 There was approval from the committee for Gerry to correct the 17 page report and return it to Mark for the corrections.

2.   Gerry says septic systems should be inspected every three years and should be pumped every three to five years.  Effluent inspection and monitoring phosphorus will give a quality of assurance.  Johan commented on Gerry’s good comments.   A meeting with the Home Builders Association (HBA) should take place for the benefit of the city and the builders.  Darlene Beckman will get feed back from the builders.   

3.  Gary Darnielle spoke of spread Bancrofting with a systems development charge (SCD), government approved loans were also discussed.  Not all people in Dune City will be able to afford a new system when their old one fails.  When the old system fails the residents will be held to a same standard as new installations.  Pam Blake (DEQ) and Mike Mader (Ten Mile Lake) have dealt with the problem unaffordable systems and will share information with us.

 4.   Johan Hogervorst discussed the grant status with Amanda Punton of DLCD.  Amanda suggest that Denise Kalakay set up a management program on tasks noting that funding can not move from one element to another.  Amanda sent examples of how the task list should look.  Johan reported that funds of  $8,500 were now available from Dunes City .  Johan was still waiting on news from DLCD on their grant of $12,500.

 5.  A discussion on meeting with Pio Lombardo ensued.  The meeting was attended by David Bellemore, Mark Chernaik, Gary Darnielle, Ralph Farnsworth, and John Stead.    Ralph told us that 4 systems now are finding ways to take care of the phosphorus buildup.  Pio intended to meet with DEQ to discuss and approve his system. 

6.The discussion of where we stand with LCOG as a contractor for ordinance revision made way for a plan of approach.  BMP’s -  detailed program of work will start with a meeting by David Bellemore, Mark Chandler, and John Stead.  Later this month the sub-committee will meet with Denise Kalakay and Tim ??, their expert on storm water runoff.   The meeting will take place on July 19^th or 20^th.  David will be the contact in Eugene .

Draft Ordinances should be ready for public viewing as soon as possible.

 A permit system and a fee schedule need to be established.

Denise Kalakay’s task list for the grant will list # 1,2,7, and 9.  Hopefully these can be inserted into 154 and 156. 

7.  Letter to Oregon Shores Coalition – Last week the OSC asked Johan how they could help Dunes City .  Gerry will write a Thank You letter for their support of the Moratorium.  Mark Chandler and Ralph Farnsworth will draft a letter asking for their assistance in reviewing our work.

 8.  Susie Navetta gave her sub-committee report on priority #4.  The notice of the Festival of the Lakes was sent to 700 residents in Dunes City , a press release hit the newspaper, and the plans continue for the celebration.   Susie says a newsletter is on the drafting board.

 9.  Gerry announced he would like help on his septic committee. 

10.  Richard Koehler and Ralph Farnsworth will be data hoofing for Septic database in Eugene this next week to get as much old information as possible from the Lane County Sanitarian.  The initial data will come from ARLID.  It is estimated the database website will cost $10, 000 to $11,000 and of course security is a concern.

Peter Howison will chair the next MSC meeting on July 5, 2006 at 7:00 p.m. in the Dunes City hall .  Pam Blake will be the speaker on ‘low impact development’.
