City Hall - 1.
Call to Order The
Stormwater Workgroup meeting was called to order by Chairman Gerald
Wasserburg at 2:00 p.m. 2.
Roll Call Present:
David Bellemore, George Burke, Lee Riechel, John Stead, and Gerald
Wasserburg. Absent:

Lisa Ekelund (Planning Secretary). 3.
Approval of the minutes
On
page, 1 under item 4 Gerald Wasserburg said delete the entire paragraph
and write the consideration of the 1200C permit and its rules should be
included in the discussion and the rules that are developed should be
carried over to post construction phase. David Bellemore made the motion to accept the minutes as amended.
Lee Riechel seconded the motion.
The motion passed by unanimous vote. 4.
Review of revised web message Gerald
Wasserburg explained his revisions to the web message.
Gerald said the dates are changed.
Gerald said the changes are on page 2 regarding inspections
authority. George
Burke said the engineered design specifications for maintenance should be
taken into consideration. George rephrased his comment, as "a
maintenance schedule shall be included with the engineered design
specifications" David
Bellemore said it would be incumbent on staff to keep a record of
maintenance. John Stead made the motion to accept Gerald Wasserburg's changes as
amended. George Burke
seconded the motion. David
Bellemore said he is concerned about overwhelming staff with inspections
on 500 sq. ft. projects. George
Burke said the City has a minimal staff with no money and the less work
they can put on staff is better. George
said the cost to put in a driveway in this City should be no different
from the cost in a City such as Florence, Coos Bay, or Eugene. George said it would be a cost but these plans need to be
reviewed and inspected by the Engineers. The
Workgroup discussed maintenance schedules. The motion to accept Gerald Wasserburg's changes passed by unanimous
vote. 5.

Bellemore said the Stormwater Management Manual was created using Grant
money. David said the manual
is a simplified version of the manual used by the City of Eugene.
David said there are specific BMP's, maintenance schedules, etc.
David said the 1200C is just for erosion. Gerald
Wasserburg said the 1200C is for construction. David
Bellemore said the manual is for long-range pollution and flow control. John
Stead said this document is based on a document out of Portland and one of
the things the Committee had to wrestle with is to pull out all of the
references to Portland and Eugene. John
said there are so many BMP's that are available.
John said that maybe they should just say they need to use BMP's
but not specify which ones to call. George
Burke said he agreed with John Stead's statement. George said this Committee requested at one time that the
City Engineer come up with a manual.
Gerald
Wasserburg said requiring BMP's is a legal charge. Gerald said they need a set of rules; the authority resides
with the City. Gerald said
they need a list of BMP's. George
Burke said the City Engineer will come up with a manual approved by the
City Council and that manual will include all of the BMP's. Lisa
Ekelund said the City Engineers have reviewed the manual. John
Stead said might they have a provision in the ordinance of using a BMP
that is not in the manual. Gerald
Wasserburg said they need to review the draft document.
George
Burke said he believes they need to get the City Engineer involved.
They need to ask the Engineer what document they want to use. David Bellemore made the motion to direct the City Engineer provide us
with two more stormwater manuals that he would like to work with and they
can pick one. George
Burke said he did not agree with the motion. Gerald
Wasserburg said he would like the document cut back so anyone can
understand it. George
Burke said they need to get the Engineer's input. John
Stead said if they can concur that this is something they want to look at,
then they can go through it and say what needs to be removed. Gerald
Wasserburg said their job is to read the manual and decide what should be
removed. Gerald
Wasserburg closed the discussion and directed the Workgroup to go over the
draft manual and bring forward their findings. Lee
Riechel said a manual like this is great for guidance but this is not a
piece of paper you can make a law out of.
Lee said they have to either pull the BMP's that they are
interested in, out of the manual and put them in the ordinance or they
have to go to the ordinance and refer to the manual. Gerald
Wasserburg called for a 4 minutes recess at 3:00 p.m. Gerald
Wasserburg reconvened the meeting at 3:07 p.m. 6.
Presentation and Review
of the draft by Lee Riechel and George Burke. The
Workgroup presented their assignment from the last meeting. George
Burke said he thinks the application process should handle driveways just
like any other impermeable surface. George
said he does not think the Road Commission should handle the permitting of
driveways. George said it
should be handled by the Building Department. Gerald
Wasserburg said this is in the code now and there would need to be a
request that it is altered. George
Burke agreed. George said the
driveway permits should come from the Building Department and not be
handled by the Road Department. George
said that would be a recommendation to the City. David
Bellmore said the City Council is under the process of going through a
code update so this would be easy to change. Lee
Riechel said the Master Road Plan says it is the controlling code for the
City. John
Stead said it is an unapproved Master Road Plan. John said DLCD has not approved it. David
Bellemore said the Road Commission is now going through a revision. George
Burke said the 1200C only applies if you are going to disturb over an
acre. George said his
recommendations are for standard lots and right now the City does not have
a permit to pave or concrete and existing gravel driveway. John
Stead said this would suddenly be an impermeable surface. George
Burke said that they need to recommend that they add to the code stating a
permit is required to pave an existing driveway. 7.
Assignment of tasks Gerald Wasserburg directed George Burke and Lee Riechel to write an
expanded opening statement. Gerald Wasserburg directed George Burke and Lee Riechel to write a
document recommending that the Planning Department process driveway
permits. Gerald Wasserburg directed all Workgroup members to review the draft
manual. 8.
Adjournment There
being no further business to come before the Stormwater Workgroup, David
Bellemore made the motion to adjourn.
Lee Riechel seconded the motion.
The motion passed by unanimous vote. Gerald
Wasserburg adjourned the meeting of the Dunes City Stormwater Workgroup at
3:51 p.m. The
proceedings of the Dunes City Stormwater Workgroup meeting were recorded
on tape, and are on file at City Hall.
