COMMISSIONERS PRESENT:   Lee Riechel, Chairman; Richard Anderson, Ron Shearer, Troy Ronning, Ken Platt

ABSENT:                                       Eggert Madsen

STAFF PRESENT:               Andrea Waler

            I.  CALL TO ORDER               

                  Chairperson Lee Riechel called the meeting of the Dunes City Planning Commission to order

                  at 7:00 pm. 

            II.  INTRODUCTION OF NEW MEMBERS 

       Ken Platt and Troy Ronning were welcomed to the Planning Commission.  Lee Riechel
       than gave an explanation of the Planning Commission functions and an overview of the
       Dunes City Code of Ordinances Book which he said contains 99% of what the Planning
       Commission is meant to do.  

            III.  ELECTION OF OFFICERS 

                   ACTION:  Richard Anderson made a motion nominating Lee Riechel as Chairman of the
                   Planning Commission.  It was seconded by Ron Shearer.  4 ayes, 0 nays.  Motion carried.                         

                   A motion was made by Lee Riechel to nominate Richard Anderson for Vice

                   Chairman.  Nomination was declined by Richard Anderson. 

                   ACTION: Lee Riechel made a motion to nominate Ken Platt as Vice Chairman.  Troy

                   Ronning seconded the motion.  3 Ayes, 0 nays.  Motion carried. 

            IV.   COMMUNICATIONS AND NOTICES 

                  It was noted that the Montgomery Subdivision is on hold due to an application deemed

                   incomplete. 

            V.     STORMWATER MANAGEMENT   

                     Lee Riechel discussed the Stormwater Management Manual and that it needs more thought                       

                    Planning Commission Meeting Minutes and to be reworked.  The Planning Commission needs 

to conduct the first public hearing

                    March 27, 2008, and special sessions are to be held each Wednesday, January 30, 2008,
                    through March 12, 2008 for this purpose.

                     It was pointed out by Richard Anderson that maybe the Planning Committee needs to start

                    over on the Stormwater manual.

                     Lee Riechel stated the City Council is prepared to pass as-is.  He suggested the manual be
                    used or have a licensed engineer look at it.  He also noted he had counted 700 “shalls” -
                    and it is not guidance info but law and has to be excepted under ordinance because it is the
                    law.

          Richard Anderson said that it could be appealed and all work done for nothing.

                     Lee Riechel said not necessarily for nothing.  On appeal, it would be sent to LUBA with
                    process questions, and would in all probability be remanded to the City for process not
                    technical content.  I think we need to give it our best shot.

                     The meeting dates were confirmed for the special sessions on the

                    Stormwater Manual.

                    Meeting was adjourned at 8:01 by Chairman Lee Riechel.
