Continuation Meeting-Stormwater Management

COMMISSIONERS PRESENT:  Troy Ronning, Ken Platt, Lee Riechel, Sandy Jones

COMMISSIONERS ABSENT:    Excused was Ron Shearer. Eggert Madsen

AUDIENCE MEMBERS:             One

 

STAFF PRESENT:                     Andrea Waler

 

I.     CALL TO ORDER

 

                  Chairman Lee Riechel called the meeting of the Dunes City Planning Commission to order at 7:07 pm .

 

II.   OLD BUSINESS

 

              Continuation of Stormwater Management Meeting

            

              A detailed discussion took place amongst the Planning Commission members, and Chairman Lee Riechel asked for comments from each member.  The Planning Commission members presented their prepared comments and submitted their viewpoints which are attached to these minutes.  Lee Riechel noted the change on his prepared comments which are reflected on his signed copy submitted for the record. 

                

                 Sandy Jones suggested a preamble that contains a hold harmless clause statement for the entire stormwater management manual.  And, that it be prepared or approved by the city's attorney.

 

                 Lee Riechel made a motion that the Planning Commission recommend neither approval or denial of the Stormwater Ordinance and manual.  And, that the Planning Commission supply a compendium of technical areas that need further development.                                                                                      

Ken Platt seconded the motion.  3 ayes 0 nayes.  Motion Passed.

  Sandy Jones made a motion that an experienced, professional stormwater management engineering firm, with editorial expertise should rewrite the ordinance and manual.  The manual       should reflect specific conditions common to Dunes City stormwater concerns such as rainfall, soils, ground slopes and development.  Troy Ronning seconded the motion.  3 ayes 0 nays.  Motion Passed.      

                                                                                                                                           

III.    APPROVAL OF MINUTES

               Troy Ronning moved to approve the February 28, 2008 Planning Commission meeting minutes.  Ken Platt seconded the motion. 

3 ayes 0 nayes - Approved.
