1. Call to Order and Roll Call

The regular meeting of the Dunes City Planning Commission was called to order at 7:06 p.m. by Planning Commissioner Lee Riechel. Roll call was taken by Chairman Lee Riechel.

Present: Chairman Lee Riechel, Commissioner David Bellemore, Commissioner Sandy Jones, Commissioner Ken Platt Commissioner Eggert Madsen and Commissioner Ron Shearer.

Others Present: Lisa Ekelund, Planning Secretary

2. Approval of Minutes

Planning Commission Minutes of July 31, 2008

Commissioner Jones stated that the Planning Secretary needs to clarify the minutes with proper names rather than the usage of "he" or "she". Chairman Riechel said this is something the Commission can ask their secretary (Lisa Ekelund) to do.

Commissioner Jones pointed out several other items that were confusing to her. Chairman Riechel agreed that paraphrasing and the use of first person would be better.

Chairman Riechel said the Planning Secretary (Lisa Ekelund) has the Planning Commissions permission to paraphrase and identify the speakers as necessary for clarity in the future.

Commissioner Bellemore made the motion to accept the minutes of the Regular Session of the July 31, 2008 Planning Commission as written and Commissioner Shearer seconded. After unanimous vote the motion passed.

Planning Commission Minutes of October 16, 2008

Chairman Riechel stated he felt the minutes were a fair record of what was done.

Commissioner Jones submitted typed comments in regards to the October 16, 2008 Planning Commission minutes. Commissioner Jones said she didn't feel the minutes submitted reflected the "spirit" of the conversation.

The Planning Commission as a whole discussed Commissioner Jones' submitted comments.

Commissioner Jones made the motion to incorporate a revised sentence to add "Commissioner Jones said falling a tree into the lake next to the dock or swimming area could create a hazard to boating and swimming and it makes no sense to treat a multi-use recreational lake like a wilderness area".

Commissioner Jones stated "or as opposed to not having that context".

Commissioner Jones then pointed out what she was proposing as written in blue and under the red lines on the paper she handed out.

Commissioner Jones said she would also add Commissioner Ron Shearer's comment that "failing septic systems are a source of pathogens". Commissioner Jones said she would add the comment that "Mrs. Friend commented on the length of time it took to get her tree cutting permit".

Commissioner Bellemore asked if the comment from Mrs. Friend was an add on to the part where it stated "Mrs. Friend expressed her feelings and opinions". Commissioner Shearer and Commissioner Jones both said it would be instead of i.e.: not an add on but a replacement of the wording.

Commissioner Bellemore seconded the motion then requested to add from page 2 of 4 under deliberation, where it states "Commissioner Bellemore recused himself", he would add "and took a seat into the audience".

Commissioner Bellemore again seconded and Commissioner Jones accepted Commissioner Bellemore's amendment.

After unanimous vote the motion passed.

Planning Secretary, Lisa Ekelund, expressed to the Commission her desire to verify the accuracy of Commissioner Shearers statement "failing septic systems are a source of pathogens" in the motion presented by Commissioner Jones. Planning Secretary, Lisa Ekelund expressed concern over submitting inaccurate information as Commissioner Shearer admitted to not remembering making the statement.

Chairman Riechel said he would add the parenthetical phrase that it was Commissioner Shearer's intent of the statement.

Commissioner Bellemore said the Commission just accepted the minutes as amended. Commissioner Bellemore said if Commissioner Shearer was going to object to the correction as being incorrect, he should have done it before the motion was approved.

3. Planning Secretary Report

The Planning Secretary, Lisa Ekelund, submitted written logs of recent permit and site review activity and spoke of recent activities underway in the office.

4. Announcements and Informational Items

Chairman Riechel announced the City Council meeting to be held next week on 12/11/08 where the City Council will decide on two Planning Commission chair positions.

Chairman Riechel announced the Planning Commission will then need to choose a new chairman.

Chairman Riechel led discussion on public hearing and administrative procedures. He said the Planning Commission needs to know the code and they need to know what the Commission can and can not do.

5. Adjournment

Commissioner Bellemore made the motion to adjourn and Commissioner Shearer seconded. After unanimous vote, the meeting adjourned at 8:29 p.m.
