Minutes DRAFT

6/16/10    

The meeting called to order by Chairman Koehler at 7:05 pm .   Those present were Ken Henderson, Bob Mohler, Mark Chandler, Dave Dumas and Steve Hager and Richard Koehler.  John Stead was absent.  Ralph Farnsworth was absent [excused]  

Mark Chandler moved to accept the May minutes.  Dave Dumas seconded - minutes approved.  

In order to visualize ODOTs right-of-way across from Myrtlewood Chairman Koehler will create a visual example of the ROW.  A grant would be necessary to go beyond ODOTs three barrier designs.  Additionally, permission from two land owners would be needed in order to install a low profile, tight to ground barrier.  Riparian area conditions and a pristine lake / information marker in that area were also discussed.  

Oregon ’s Blue Green Algae (BGA) DHS - DEQ May meeting in Portland was discussed.  Chairman Koehler thanked the committee for their combined input in composing the Committee position paper.  Another state meeting will occur in July.  Steve and Mark brought up a less expensive BGA test kit and will research it further with the help of the Watershed Council.  

Chairman Koehler informed the committee of the upcoming CERT meetings and the fact that we will be on your own from 3 to 30 days in the event of catastrophe. Committee members were encouraged to participate in these preparation classes so that in any event panic is kept to a minimum and survival is kept to the maximum.  

Water testers brought visual data and were asked to provide this understandable data to the website in the near future.  Bob Mohler said that the best clarity readings occurred the summer before our first bloom.  Steve hypothesized that aquatic vegetation dies in the fall, releasing phosphorus and using up oxygen creating anoxic conditions exasperating more phosphorus  

Water testers inputting data found the need for help from the office on software licensing updates so that all those inputting data are using the same tools.  Excel was found to be the easiest to navigate and the program to which initial findings are placed.  

Water testers were asked to report which outside agencies are involved in cooperating with each tributary entering the three lakes.  

The Inter Governmental Agreement the committee created for the county to review in the beginning of this year was seen to be a planning issue opposed to a water issue; linking DC planning with Lane Land Management and Lane Planning through an IGA may be the way to go.   

Steve told us that the Siuslaw Watershed Council testers meet first Thursday 9 30 am at the Council's building - the old forest service complex in Mapleton - 52 entities participate and are involved with a myriad of watershed beneficial projects throughout the area.  Tachenich and Siltcoos rate first and second in terms of salmon runs.

Steve brought up a formula from '81 [reference]; Phosphorus loading is equal to watershed area divided by the depth of the lake times the population density in the watershed times the lifestyle of the people in the watershed.  

Ken brought to the committee’s attention a process of systematic dredging of a lake in Irvine , CA .  As this relates to Siltcoos there would have to be major funding in order for this to be accomplished.

Because of its size, Siltcoos would not benefit from ‘planting islands’ (to absorb phosphorus) yet small areas may be tested by isolating Keichle arm with a curtain, like a BC Canada lake did.

May 19, 2010

 

The Water Quality Committee was opened by chairman Koehler at 7:09 PM

Those in attendance were committee members Mark Chandler, Dave Dumas, Ken Henderson, John Stead and Richard Koehler.   Those excused; Ralph Farnsworth, Susie Navetta and Bob Mohler.

The minutes of the April meeting were approved by a motion from Ken Henderson, seconded by David Dumas.  Motion Passed. 

New Business:

         A sludge article was sent to all (attached) that may have relevance to local issues in Maple Cr.  An analysis was suggested to be performed on the first rain to assess how much load and what quality that load is in November.        

John Stead observed a yellow cast in Woahink Lake water near where he lives.  He also mentioned that the white foam in Woahink Cr. has subsided.  

Bob is near completing data for Siltcoos and will discuss that with us next month. Posting understandable graphs with text for the website was a discussed goal to be accomplished.

Water testers are preparing an overview of the past year’s work to present the committee, then to council.

Old Business:

The April study session ( 4-7-10 ) with the water master went well.  Minutes for that meeting will be posted.  A DVD of this session is available through committee member, Ralph Farnsworth.  The committee report was consistent with what was presented during that meeting. 

Water Resources Board held a study to amend water rights rules.  We will review 690-518-0010 next month.  The complexities of a municipal system to go along with storage rights was reviewed. 

The committee reviewed the statement and suggestions (final attached) for the DEQ – DHS meeting coming up in three days.

Review of Woahink Lake protection at Myrtlewood continued with discussions about the barrier design, riparian area and ODOT right of way.

A historic plaque was suggested at Ms. Jakobs scenic spot on 101 to describe Woahink Lake as a drinking water source overseen by the Water Quality Committee.

April 21, 2010

1.      The Water Quality Committee was opened by Vice Chair John Stead at 7:02 PM. 

Those in attendance were committee members Mark Chandler, Dave Dumas, Ralph Farnsworth, Ken Henderson, and John Stead.  Richard Koehler was absent.  Steve Hager was also present and Susie Navetta took minutes. 

2. The minutes of the March meeting were approved with corrections by a motion from Ken Henderson, seconded by Mark Chandler.  Motion Passed. 

3. New Business

A.       Senator Dingfelder will be holding a meeting with the Department of Environmental Quality (DEQ) and the Department of Human Services (DHS) regarding Blue Green Algal (BGA) incidents, and she has asked for comments and participation from Oregon cities. 

1.      The meeting will be held on May 21, 2010 at 10:00 AM in Portland, Oregon.  The Committee is looking for WQC members to attend the meeting. 

The Committee will send a written report to the meeting. Last year BGA policies were written by the Dunes City WQC.  Dave Dumas will get copies of them from the office.  Mark Chandler, Ralph Farnsworth, and Steve Hager, will write a history paper to accompany the incident report. Their material will be available at our May meeting, and a packet will be prepared for the Senator Dingfelder’s meeting.

2.      Topics: (Prevention to be discussed at another meeting.)

a. Reporting Outbreaks

Dunes City made policies and procedures for reporting.

Economic Consequences

b. Testing for toxicity (identification)

Testing and collecting samples

c.       Public notification is done by an incident report from Dunes City and the City Staff alerts everyone.

3.      Points to be presented at their meeting include: Dunes City’s history, issues, responsibilities, and our experience with the Blue Green Algae.

a.       City – A brief description of our city responses will be included.

b.      Lane County and Douglas County – have not come forward with any assistance.  Who is responsible for monitoring water for public safety?  The County says there is no money available.  Our committee thinks that there is a lack of support from outside agencies.

c.       State and Federal – Neither Health and Human Services (HHS), DEQ, nor the Oregon Dunes National Recreational Area have helped.

d.      County, State and Federal relationships are poor to nonexistent.

e.       Recommendations and Questions – How severe does the scum on a lake have to before DHS steps forward?  How can they tell if it’s toxic unless they do some tests?  Can they post a lake with Toxic signs without testing?  Which agency should take the ‘lead’ in the event of an algal bloom? Who will be protecting the Marine Reserves, DHS or the Environmental Protection Agency? (We believe EPA should be involved in some way.)

        B.  Other New Business

Mark Chandler and Steve Hager reported that we now have 20 years of Secchi (clarity) readings.  They presented a preliminary chart of Woahink Lake.  New graphs will be made from the charts.

4.  Old Business – Woahink Lake Protection – A lengthy discussion was had concerning the riparian area.  It is believed that there is a new owner at the Myrtlewood Factory.  This may be the perfect time to educate the owner of potential harm that could come to our drinking water supply if mowing down to the edge of the lake continues. In addition, Ralph Farnsworth and Richard Koehler have documented photographs of the Woahink Lake frontage and the Clear Lake barriers near Reedsport. John Stead allowed them to be passed out.

The WQC concerns:

Is the property in Dunes City? Who has control over the riparian area?  Which committee should take responsibility for enforcement of a riparian zone? The solution might be education, revegetation and enforcement, or some type of barrier.

In the past the WQC had meetings with Oregon Department of Transportation (ODOT) with little or no resolution.  ODOT refused to install a barrier such as the one at Clear Lake.  When the ownership of the riparian area is confirmed the WQC may take the next step.

A motion was made by Mark Chandler and seconded by Ralph Farnsworth to adjourn.  Motion Passed.  The meeting adjourned at 9:05 PM.

March 17, 2010 

The Water Quality Committee (WQC) was called to order by Richard Koehler at 7:02 P.M. 

Those present were Ralph Farnsworth, Steve Hager, Ken Henderson, Richard Koehler, Bob Mohler, Susie Navetta and John Stead.  Mark Chandler and David Dumas were excused. 

After discussion, Ralph Farnsworth made a motion to accept the minutes as corrected.  A second came from Ken Henderson and the motion passed

The 2010-2011 budget for the next year was the next topic for review.  It was not clear how much of the WQC budget had been used.  Richard Koehler will look into the matter so that a new amount for the upcoming year can be determined.  Steve Hager says we need a microscope and partly because the Department of Environmental Quality (DEQ) and Portland State University (PSU) have suggested the Dunes City WQC should do more bacterial testing.  The WQC will add these items to the budget. 

Would “Planting Islands” be beneficial to Siltcoos Lake?  The plants could draw phosphorus from the lake during the growth period, but the harvesting could leave increased levels of phosphorus and defeat the purpose.  Information from other lakes could be useful in deciding on such a program.  Both Devil Lake (Lincoln City) and Ten Mile Lake (Lakeside) have a better understanding of unwanted plant growth and should be contacted. 

Bio mats were installed in a small portion of Siltcoos Lake near Councilor Jamie Mills dock.  The area around the dock is covered with vegetation and boat travel was restricted.  Mills contacted the state agencies and received permission to lay down Aqua Mats to restrict further weed growth.  Her permit allows her to leave the mats in for the summer months and remove them part of the year.  The WQC needs to check on this project to see if weed growth has lessened or just stayed the same. 

Steve Hager said Rich Miller, from Portland State University, noted the phosphorus is the main problem in our lakes; especially Siltcoos Lake.  The WQC determined that in order to solve the problem  sediment and  nutrients need to be reduced.  

John Stead was once again asked to talk about Dunes City water rights to bring the committee up to date on the issues with the Water Resources Department over the past several years.  These issues will be discussed at the Water Rights Workshop on April 7th by the Dunes City Council. 

Motion to adjourn was made by John Stead with a second from Ken Henderson.  Motion passes.  The meeting adjourned at 9:18 P.M.

February 17, 2010   

The meeting was opened by Chairman Richard Koehler at 7:05 P.M.  

Those present were Mark Chandler, Dave Dumas, Ralph Farnsworth, Steve Hager, Ken Henderson, Richard Koehler, Bob Mohler, Susie Navetta and John Stead.  

The minutes of the last meeting were approved as corrected by a motion from Mark Chandler and a second by Dave Dumas.  The motion passed.  

John Stead gave a report on the Outlet Control Structure.  Stead cited dates from 2003 to 2006 (Appendix A) to help the committee understand the Dunes City water right issues.  Stead reported that presently there is a 6” board on one side of the outlet control structure so no water is being stored.  

Many questions came up about the Outlet Structure, such as:

Ownership of the Outlet Structure

Access for testing and repairs (by land easement or boat)

Costs to Dunes City to monitor stream flow levels

  Woahink Lake water users ( Honeyman State Park , local residents, Siuslaw Rural Fire Department, Commercial businesses, etc.  

The WQC had a long discussion as to the advantages and disadvantages additional water supply in the Water Storage of Woahink Lake.  Richard Kohler will enumerate the benefits of Water Storage as the items of cost.  

The Committee looked over the Extension of Time for a Water Right Permit and found errors.  Richard Koehler and John Stead were appointed to make a presentation to the WQC.  Stead will also write a critique of the recent permit application by Dunes City for the extension of water rights for a presentation to the Council by Koehler.  

Bob Mohler made a suggestion that it was time to look into the speed limits again on Hwy. 101 and make recommendations to ODOT for consistent speeds due to the recent fatal accidents and the potential for a spill into the drinking water supply.  

Susie Navetta visited East Woahink Park and reported that the riparian vegetation, planted by local residents, is thriving and making the park look more inviting while protecting the banks from erosion.  

A motion to adjourn was made by Mark Chandler and a second was made by Bob Mohler Motion passed.

January 20, 2010    

The meeting was called to order by Chairman Richard Koehler at 7:20 PM .  Those present were Mark Chandler, Dave Dumas, Ralph Farnsworth, Steve Hager, Richard Koehler, Bob Mohler and Susie Navetta.  Ken Henderson was excused.

The minutes of the November 18th meeting were approved as corrected with a motion from Mark Chandler and a second by John Stead.  Motion passed.

Steve Hager gave a report on the teleconference meeting of December 22, 2009 with state officials concerning the TMDL 303d – EPA – State issues re Blue Green Algae/Cynotoxins.  Steve believes the State is really dragging its feet on the Blue Green Algae issue.  Department of Environmental Quality (DEQ) is requesting that citizens that notice algal bloom, collect samples and pay to have them tested and report the results to the State.  Recently Blue Green Algae was sucked into the Tualitin Municipal Water system is causing quite a bit of citizen concern.  At least Dunes City already has some protocol in place and some funds for testing are available.  Hager said “there is no single agency is in charge”.   Mike Mader at Ten Mile Lake has been a very successful grant writer and brings in upward of the million dollars a year to his community.

Rich Miller in his talk at Honeyman Park suggested fewer tests on Fiddle Creek, Ford Way, Gibbs Creek, Maple Creek and the boat ramp at Honeyman State Park, but suggested more bacterial testing be done and a core sample at the mouth of Maple Creek.  Pam Blake from DEQ may have money for testing.  Blake said that roads could be the cause for siltation into the lake (20 times more that clear cuts).  She also recommends more bacterial testing.

John Stead said “we need a goal statement”.  Susie Navetta suggested that it might already be written in the Water Quality Committee (WQC) Ordinance.

Ralph Farnsworth and John Stead will be working on a time line chart for the WQC.

Mark Chandler helped set up the data base and his next step is to make quality checks charts for the City.  These will be available for the website by the next meeting.  The QAPP is almost finished.  Mark will update the City staff on the WQC water testing.

Councilor Koehler informed the committee that the City Council wants the WQC to take on more responsibility by adding Water Resources into the committee.  It seems to much time has passed and the permits need to be extended.  A long discussion occurred.  The committees tried to look at all aspects and worried about the time needed to take on such a large project.  The committee already averages about 75 hours per month.  The committee will need to help write or review the new ordinance. The committee needs to know what issues they will be addressing.  The Outlet Control Structure requires repairs, structural maintenance, water level recording and future concerns such as earthquake, taxing districts, and wells.  The issues seem endless.  Will Honeyman State Park become a partner with Dunes City as they use more water than Dunes City residents.  Perhaps we need an intergovernmental agreement with the park.  Mark Chandler made a motion to have the WQC review the ordinance before it goes to the Council.  A second was made by Bob Mohler.  Motion Passed.   Koehler will take these questions back to the Council for clarification.

 The Intergovernmental Agreement with Lane County will be on the agenda for February.  

Gibbs Creek update – Richard Koehler called David Waltz (DEQ) after visiting the area.  The mud had already subsided. On another matter Koehler learned that a 530’ well, near the salal produced salt water and the drilling was called off.  Koehler has been trying to contact Dr. Dreher for defining creek water DNA.

November 18, 2009  

The meeting was called to order by Chairman Richard Koehler at 7:05 PM .  Those present were Dave Dumas, Ralph Farnsworth, Ken Henderson, Richard Koehler, Bob Mohler, and Susie Navetta.  Those absent were Mark Chandler, Steve Hager and John Stead.  

Water Tester, Bob Mohler said he didn’t feel well and needed to leave.  Before he left he said he had destroyed the tests he had taken on Maple Creek because too much time had elapsed, but the frozen sample is still available.  The tests were taken after the first rain of the season.  John Stead was called to the meeting for a quorum and the meeting resumed at 7:35 Pm .  

The minutes were approved as corrected with a motion by Ralph Farnsworth and a second by John Stead.  Motion passed.  

New Business - Richard Koehler announced a meeting at the Woahink Meeting Hall with David Waltz, Department of Environmental Quality (DEQ) and Rich Miller, Portland State University (PSU) to discuss the 303D results on Siltcoos Lake on Monday, December 14th at 1:00PM .  

Returning to the water testers report – Because of the importance of this yearly test, A motion was made by Dave Dumas and a second came from John Stead to send the frozen sample of Maple Creek, for a cost of less than $100, to the lab.  Motion passed.  It was reported that we have a Secchi Disc.  The data base is getting closer to be being finished with the help of Mike Sovinski.  

Old Business - The remainder of the meeting was spent on the Intergovernmental Agreement IGA).  Chairman Richard Koehler did a great job researching and writing the IGA and brought it to the committee for fine tuning.  After discussion and clarifying the committee agreed to send it on to the city for final approval.  

A suggestion of orange vests for road volunteers was rumored.  The committee thought that if all volunteers were recognized perhaps more folks would be willing to give their time and be safe while they were doing it..  

A motion was made to adjourn was made by Ralph Farnsworth and a second by John Stead.  Motion passed.  The meeting adjourned at 9:22 PM .

October 21, 2009  

The meeting was opened by Councilor Richard Koehler at 7:02 PM .  

Those in attendance were Mark Chandler, Dave Dumas, Ralph Farnsworth, Richard Koehler, Steve Hager, Ken Henderson, Bob Mohler, Susie Navetta, and John Stead.  All members were present.  According to the sign–in sheet .the committee has recorded 661 hours of volunteer time to the end of September averaging over 73 hours per month.  

The minutes of the September meeting were approved as corrected by a motion from Ralph Farnsworth and a second from David Dumas.  

Chairman Koehler said we should check the Dunes City Web site or (Appendix #A) for an article on Mercury in pumps.   Mark Chandler thought the article was about large pumps.  

Steve Hager did bacterial testing on Cleawox Lake (about 50 homes) on October 13th.  On October 14th Bob Mohler reported Maple Creek had the highest levels of bacteria recorded.   Mark Chandler said he would get new test results soon.  It was also noted the Fiddle Creek had high levels of Bacteria.  See attachment #B.  Recently, Hager attended a Central Coast Water meeting and discovered that through DNA testing it was found the cattle were not the cause of the local problems, but the septic systems were to blame.  The Water Quality Committee will continue to test and present the findings to SWC.

Mohler said that Siltcoos Lake is in much better shape than this time last year. Mark Chandler will check on the 303 D listing test results with Rich Miller from DEQ.  

Ralph Farnsworth will check for the name of the speaker heard at Lincoln City during the Oregon Lakes Meeting for future contact regarding DNA tests for Siltcoos Lake .  

Question: Does the Siuslaw Watershed Council (SWC) report to other agencies?  Mark Chandler will check with Mike Sovinski (SWC) and report back to our committee.  

Richard Koehler announced that the Department of Environmental Quality (DEQ) fined Seaside Motel (in Seaside , Oregon ) $250,000, the largest in history, for septic leaking.  

Ken Henderson said he heard that someone on Woahink Lake reported that using surface water from the lake had become a point of concern while trying to get a bank loan.  The committee thought it was likely the refusal may have been for a different reason.  

Richard Koehler will be working on the Intergovernmental Agreement (IGA) (with Lane County ) and sending it on to the committee members for editing.  The new IGA will be for beneficial and recreational use of surface water and will state the high risk sources in the immediate area.  Ken Henderson noted the public health issues, property values and communication between Lane County and the City should be included.  The IGA recommendation will be addressed at the next Dunes City Council Meeting.  

Richard Koehler asked that all committee members think of items for the newsletter and the website.  

Ralph Farnsworth made a motion to adjourn and a second come from Mark Chandler.  Motion Passed.

September 16, 2009

 Chairman Richard Koehler opened the meeting at 7:02 PM .  

Those present were Ralph Farnsworth, Steve Hager, Ken Henderson, Richard Koehler, Bob Mohler, Susie Navetta, and John Stead.  Mark Chandler and David Dumas were absent.  

A motion for the minutes was made by John Stead and a second from Ralph Farnsworth to approve the minutes with corrections.  Motion passed.  

New Business -

a. Water Testers Suggestions – Ralph Farnsworth designed a bracket for the Van Dorn bottle per the request from Mark Chandler and Steve Hager.  The bottle has to hold the water sample level so that the testers do not have to duplicate the sample and also for temperature reading. This bracket will be installed on downrigger.  Farnsworth made a motion to have a bracket made for under $100 by Florence Welding and a second came from Bob Mohler.   Motion Passed.  Richard Koehler will ask the City for a purchase order.  

b. Our connections with outside agencies - the Water Quality committee compiled a list of outside agencies ODOT, Lane County , Department of Environmental Quality, Department of Human Services, etc.. and their duties. A letter was sent to Lane county Commissioner on 8/20/09 regarding the problems with Lane County Land Management.  Richard Koehler has started working on an Intergovernmental Agreement to make possible connections with state agencies.  Ralph Farnsworth made a motion to recommend the City Council approve the writing of the Inter Governmental Agreement.  The motion was seconded by Ken Henderson.  Motion Passed.  

c. Community Information Suggestions – Richard Koehler reminded the WQC that items for the Website and the newsletter were welcome.  

d. Office Septic Report – Prepared by Fred Hilden, Office Assistant, , See attachment # A.  

Old Business –

a. Septic Maintenance Ordinance – After discussion the WQC thinks the Septic Evaluations should be increase to at least 25 per month to reach the 2011 deadline. 

Member Report –  

John Stead was asked to be a speaker for the Oregon lakes Association (OLA)Annual Meeting on September 12, 2009 .  The meeting was held in Lincoln City and Ralph Farnsworth and Susie Navetta also attended.  In Stead’s presentation he shared some of Dunes City ’s accomplishments in recognizing and responding to symptoms of water quality degradation rather than reacting to emergencies. This resulted in the city’s pioneering use of a moratorium ordinance to buy time while new ordinances were being developed.  Stead said, “Our Erosion Control, Phosphorus and Septic System Maintenance Ordinances were necessary because of the sudden influx of development applications.”  Stead was the last speaker of the day and a big hit with the audience. See attachment  # B.  

One of the other outstanding speakers at the OLA meeting was Randy Henry from the Oregon Marine Board (OMB) who handles boat inspections, invasive species and recreational activities in the waterways of Oregon .  Henry said he would work with Dunes City on the water skier issues of this last summer. And that he would be working with Honeyman State Park on only clean boats entering Woahink Lake . See attachment # C and D.  

Ralph Farnsworth made a motion to adjourn and Ken Henderson gave the second.  Motion passed.

Minutes – September 2, 2009 (Special)  

The meeting was called to order by Councilor Richard Koehler at 7:04 PM.  

Those present were Mark Chandler, Ralph Farnsworth, Richard Koehler, Bob Mohler, Susie Navetta, and John Stead.  David Dumas and Ken Henderson were excused.  

The purpose of the meeting was to finish the amendments for the Septic System Maintenance Ordinance.  The task was completed and sent to the City Council.

Minutes – August 19, 2009   

The meeting was opened by Chairman Richard Koehler at 7:02 PM .  

Those present were Mark Chandler, Ralph Farnsworth, Steve Hager, Ken Henderson, Richard Koehler, Bob Mohler, Susie Navetta, John Stead and guest Jim Barmore.   Dave Dumas was absent.  

Ken Henderson made a motion to approve the minutes as written and a second was made by Ralph Farnsworth.   Motion Passed.  

New Business – Councilor Richard Koehler gave a review of the concerns and history relative to watershed activity for the committee as well as guest Jim Barmore.  Koehler topics included:   

  • Phosphorus problems
  • Committee work on lowering the speed limit on Hwy. 101 to 45 MPH
  • Septic System Maintenance Ordinance has been sent to DLCD
  • Sedimentation concerns
  • The Intergovernmental Agreement between Dunes City and Lane County
  • Lower phosphorus levels have been recorded in the last 2 months (.04) in Woahink
  • The stagnated water at Gibbs Creek at Clear Lake Road
  • The need for the Stormwater Ordinance to be in place.
  • Understanding the geology of the area
  • Types of septic systems to control Phosphorus or nitrogen
  • The water level in Siltcoos Lake being altered by International Paper compounded the problems on the lake.

Mark Chandler informed the committee on Spokane ’s phosphate ban that appears to be working.  The city is seeing a nearly 11 percent drop in phosphorus that will benefit their river.  

The committee then went into a work session amending the septic system ordinance. Recommendations will be made to the Dunes City Council. The next meeting will held in 2 weeks.  

Susie Navetta passed out a draft letter (to be e-mailed) to Lane County Commissioner Bill Fleenor concerning the need for communication between Lane County and Dunes City .  A motion to approve the e-mail was made by Mark Chandler and seconded by Ken Henderson.  The motion passed.   

Ralph Farnsworth reported the divers had pulled close to 1000 pounds of Parrot Feather near Ford Way and the WQC testers will be monitoring that area during the year.  The volunteer divers were Jerry Curran, Rob Quandt, Brien Mill and Wally Shoultz.  

At   9:35 PM  a motion was made to adjourn the meeting by Ralph Farnsworth with a second by Mark Chandler.  Motion Passed.

    Minutes – July 14, 2009   

The meeting was called to order by Chairman Richard Koehler at 7:10 PM .  

Those present were voting members David Dumas, Mark Chandler, Ralph Farnsworth, Ken Henderson, John Stead, and newly appointed Bob Mohler for a complete committee.  Also in attendance were Steve Hager, Richard Koehler and Susie Navetta.  

The minutes were approved as corrected by a motion by Ken Henderson and a second by Dave Dumas.  Motion passed.  

The Committee worked on the Septic Maintenance Ordinance Amendment.   John Stead made notes and will send them to the committee before the next meeting.  The committee felt it needs information from Dunes City to write the amendment to the ordinance.  

John Stead made a motion that the Dunes City Office provides information concerning the septic system evaluations monthly activity report to the Water Quality Committee.  Mark Chandler made the second.  Motion passed.   

The WQC will write a letter to Lane County Commissioner Bill Fleenor concerning the 6 mile area of influence around the City that Lane County Land Management ignores on the Hwy. 101 corridor.  

Extra water tests were taken on June 27th at Ford Way (paid for by Honeyman State Park ) and June 28th at Gibbs Creek.  

At the Festival of the Lakes,David Dumas, Ralph Farnsworth, Ken Henderson, Richard Koehler and Susie Navetta will man a booth for the Water Quality Committee.   Mark Chandler reported that Jackie Fern from the Department of Environmental Quality would be speaking at the festival.

    Minutes – June 17, 2009    

John Stead opened the meeting at 7:05 PM .  

Those in attendance were voting members Dave Dumas, Ralph Farnsworth, Ken Henderson, and John Stead.  Mark Chandler and Richard Koehler were absent.  Regular members Steve Hager, Bob Mohler and Susie Navetta were also present.  

Ken Henderson made a motion to approve minutes with a second by Ralph Farnsworth. The minutes were approved as corrected.  

New Business:

To further define the goals John Stead read the purpose and the duties of the Water Quality Committee and asked if the committee was meeting all their goals. 

1.  The WQC believes that an Intergovernmental Agreement with Lane County is necessary so as to be aware of what is happening in the six mile sphere of influence around Dunes City .  According to the Comprehensive Plan, “ Dunes City has a legitimate interest in the decisions of other agencies and jurisdictions which may affect the city now and in the future.”  Water quality protection, caused by erosion and sedimentation, are of the greatest concerns to the committee.  

2.  Gibbs Creek – Determining who is responsible for the standing water on Clear Lake Road will be the first step in getting rid of high phosphorus and E Coli counts.  The water testers will sample that area soon, updating the problem areas and make their recommendations to the committee.  

3,  Preparation for Blue Green Algae Bloom is in place with the Protocol passed last month at the City council meeting.  Bob Mohler suggested that keeping cattle out of the creek is necessary.  Mohler believes Siltcoos Lake is getting ready for an algal bloom.  

4.  Helping Lakeside owners understand weeds – Ralph Farnsworth reminded us at our last meeting Dave Persons reports excessive weeds in their cove.  John Stead mentioned that Al Koslwsky complained of the same problem   Susie Navetta reminded us of the up coming Festival of the Lakes and suggested that the WQC take an active part on the festival by having a booth about water quality or weeds.  Navetta said the Woahink Lake Association will have a stewardship booth and Planning Commissioner Dave Bellmore will have a riparian booth.  The WQC seemed interested in having a weed booth at the festival.  

Old Business:

1.  Water Storage – John Stead filled Ken Henderson in on the background of Woahink Lake and Water Rights issues starting back from the CCC and the building of the Weir and continuing to the present time.  

2.  Outlet Structure – the condition of the structure is not at question, but the access easement is holding everything at a standstill.  The question is – How important is water storage to Dunes City ?  

3.  E Coli at Honeyman Park will be measured by Mike Sovinski at the Cleawox   Swim Beach.  Honeyman Park will pay for the testing results.  Steve Hager will use his kayak to test the middle of Cleawox Lake for phosphorus.  At a recent meeting Ralph Farnsworth, Richard Koehler, Shirley Stentz  and Alan Freudenthal discussed the weed growth near the Park’s south water intake and the high E Coli count.  

4.  Siltcoos Lake water testing – water testing for the 319 grant has come to and end, but the DEQ is optimistic that the EPA/SRF safe drinking water grant funds (awarded to the four water systems) will be available soon.  Rich Miller (PSU) will be finishing the report for the 303D in the next few months.  

5.  Ford Way - This summer Gerry Curran and Brien Mills will be pulling and collecting weeds near an eleven family Ford Way community water system.  Honeyman Park will dispose of the pulled weeds.  

6.  Weeds – Steve Hager remembered that a weed expert (Valerie) from PSU had given a good presentation last year and hoped that the WQC could locate her to give a talk.  

7.  System Development Fees – Bob Mohler made a suggestion that Dunes City impose System Development Fees for new Sewer System in 2060.  

8. The amendment for the Septic System Maintenance Ordinance will be reviewed at the July 15th  WQC meeting.  

Ralph Farnsworth made a motion to adjourn with a second by David Dumas.  The motion was passed.  Meeting adjourned at 9:11 PM .

  Minutes – May 7, 2009    

Chairman Richard Koehler opened the meeting at 7:00PM .  

Those in attendance were voting board members David Dumas, Ken Henderson and John Stead.  Mark Chandler and Ralph Farnsworth were absent.  Non-voting members in attendance were Steve Hager, Richard Koehler, Bob Mohler, and Susie Navetta.  Also in attendance were quests Councilor Rob Quandt, Dave Persons and Lucy Persons.  

The minutes were approved as written with a motion from Ken Henderson and a second from John Stead.  Motion passed.  

Department of Environmental Quality (DEQ) septic pro Paul Kennedy stopped by Dunes City to chat with Mark Chandler, Richard Koehler and Liz Purtell on his loop from Coos Bay to Yachats.  Kennedy shared some phosphorus information and local facts septic issues.  Wally’s Septic hold septage in tanks for a period of time, then removes the hard stuff (plastic and hair) and brings the matter up to PH 12, adds water and then it’s off to Fiddle Creek.  It is sprayed on to the fields.  Wally’s has a permit to spray 3800 gallons of septage.  Bob Mohler complained that Wally’s brought back septage from Yachats.  Susie Navetta reminded him that Econo Rooter took their septage to Coquille.

The testing on Siltcoos Lake (303 D listing) is coming to an end.  Rich Miller from the DEQ will make just one more trip.  It will be several months before the report is finished.

Bob Mohler said tests in early December reported 10 times the normal amount of phosphorus in the run-off.  They took samples at Fiddle and Maple Creeks.  Rob Quandt reported former employees of Wally’s Septic stated that illegal dumping had been ongoing.  

Dave Persons came to the meeting to talk about the Woahink View Community Water System.  Thirteen water users get their water off Ford Way .  I the past, Mark Chandler has met with the WVCWS and done water testing there for E-Coli.  In the last few years the weeds (parrot feather and others have been hard to control.  This summer Jerry Curran and his group of underwater divers will be removing and bagging parrot feather.  Persons says the water is coming from several sources, such as: under Hwy.101 directly from Hwy. 101, the lagoon, and some from the park.  The water tastes and smells like fish.  Persons thought that perhaps septic were also to blame.  

Steve Hager said the Siuslaw Watershed Council will be walking Siltcoos Lake on the east side, from Maple Creek to Fiddle Creek, to make sure that culvert replacements are in before the railroad expansion.  

The 12” culvert that blew out on Gibbs Creek is now under control according to Richard Koehler.  Although it was outside of the City, muddy waters entered Woahink Lake . David Waltz from DEQ was notified and handled the murky mess.   

John Stead gave a report on the Woahink Weir, water storage and the Memorandum of Understanding (MOU).  The weir needs corrections to accommodate water storage and use.  The City needs a promised easement from Richard Anderson to measure the water level and the stream flow.  The WQC thinks a lot survey maybe necessary.  

Mark Chandler was absent, but sent his report.  Mark had stopped by the Siltcoos Lake Boat Ramp and found that Oregon State University (OSU) was doing some algal work.  OSU has been sampling Woahink, Siltcoos and Tenmile Lakes for the last two years.  They are doing some DNA work and studying viruses that infect and destroy cyanobacteria and they are willing to share some data with us.  Chandler will keep us updated.  

Richard Koehler gave a presentation to the DEQ/RCAC conference ( 6 hours in length) in mid April.  Koehler was asked for a 15 minute program, but the question and answer segment extended it to over 45 minutes.  The “SMART”program was very interesting and informative.  Dunes City had been asked to attend because of our proactive stance on Septic System Maintenance.  Koehler also talked about the Aqua Screen matting near Keichle Arm, another first for Oregon .  

Steve Hager noted that under the current budget the foresters in Oregon may be cut from 54 down to 7.  

The budget for the WQC is the same as last year and we now have the $6000 in place for testing emergency.  

The protocols have been sent to the Council for approval at the May meeting.  

Rich Miller from DEQ will have his last visit at Siltcoos Lake on May 20th.

Minutes for April 2, 2009  

Chairman Richard Koehler opened the meeting at 7:03 PM .  

Those present were Mark Chandler, Dave Dumas, Ralph Farnsworth, Steve Hager, Ken Henderson, Richard Koehler, Bob Mohler, Susie Navetta, and John Stead.  Joel Klein and his wife from Econo Rooter were our guests.  Mr. Mc Millian also attended.  

The minutes of the previous meeting were approved with correction after a motion from Ken Henderson and a second by John Stead.  Motion passed.  

It was decided that Richard Koehler would accept the invitation to speak at the Department of Environmental Quality (DEQ) meeting in Eugene .  Koehler will make a presentation on Dunes City ’s Septic System Maintenance Ordinance.  Other cities are beginning to see the importance of our ordinance and will use our research and development of our septic program to build their own program.  John Stead made a motion to pay travel expenses (gas and lunch) for the trip.  Ralph Farnsworth seconded the motion.  Motion passed.  

Quest speaker Joel Klein from Econo Rooter has an advanced certificate from the National Association of Wastewater Treatment (NAWT) and has been in the septic business for 25 years. EconoRooter is the only full service business, which includes installation of septic tanks and drain-fields, electrical, plumbing, inspection, mapping, pumping and replacing systems, on the coast.  Klein recommends that we modify the form to the packet and supplied two suggestions.  The committee will work on these at the next meeting.  Econo Rooter uses a television camera to view the drain-field.  Klein stated that the tank must be pumped to evaluate the condition of the tank and that DEQ agrees.  Bad tanks are the biggest cause of pollution.  Metal tanks are rusted and need to be replaced.  There are 2 kinds of plastic tanks the blue tank lasts 3 times longer at a cost of $1000.  Concrete tanks last a lifetime and cost $1000. Tank replacement is about $5500.  Drain-field replacement is about $4500.  The cost of pumping is $500 and the cost for an inspection will run from $700 to $800.  Klein believes that pumping is the most important thing you can do for your septic systems life.   

Gibbs Creek (Miller Creek) – an old logging road culvert washed out, just outside Dunes City , and caused a sudden wall of water and silt into Woahink Lake . Local resident James Sherwood reported the incident to Richard Koehler.  Koehler notified David Waltz of DEQ.  DEQ contacted Dan Reitz of Oregon Water Services who takes care of Alderwood Water System.  Waltz said he would notify the Oregon Department of Fish and Wildlife (ODFW) and Honeyman Park . 

Ralph Farnsworth was to travel to Devils Lake ( Lincoln City ), but they abandoned the water protection project before the meeting.  Farnsworth reported that Jerry Curran and his and his fellow divers would be working on weed removal near Honeyman State Park ( Woahink Lake ).  Farnsworth made a motion to spend $100 for supplies.  Dave Dumas made the second.  Motion passed.  

The Protocols for the WCQ testers and City will be ready for the May City Council meeting according to Mark Chandler.  

A thank you letter will be sent to Senator Joanne Verger for her good works on SB 631 (lower phosphates in dishwashing detergents) that recently passed.  In 2007 the WQC, in a proactive stance, urged the Senator to take action on this overlooked problem.  

Budget – Mark Chandler will crunch some numbers for the next meeting.

March 5, 2009  

Chairman Richard Koehler opened the meeting at 7:04 P.M.  

Those in attendance were Mark Chandler, Ralph Farnsworth, Steve Hager, Ken Henderson, Richard Koehler, Jamie Mills, Susie Navetta, and John Stead.  Bob Mohler and Wes Wilcox were absent.

A motion from Farnsworth and a second by Chandler was made to approve the minutes of the February minutes.  Motion Passed.  

The first topic of discussion was the Septic System Maintenance Ordinance.  At the last City council meeting Councilor Peter Howison wanted to set up a committee to amend some of the ordinances (the septic ordinance was one of them).  In recent months the WQC has had the ordinance procedure on the front burner and has considered writing amendments for the ordinance.  After a long discussion the WQC the committee voted to not adjusting the ordinance for the time being.  The Committee believes that the ordinance has not been in force for a long enough time to make changes.  Koehler has been monitoring the progress and making recommendation to office staff during the last several months.  There are 748 septic systems in Dunes City and about 100 have been evaluated.  The original 5 year program should end in February 2011, but because of a slow start this date is no longer attainable.  Farnsworth made a motion to continue on the present path for now and Stead gave a second for the motion.  Motion passed.  John Stead will research the State Ordinances for “Failed Systems” for next agenda.  

Koehler thanked Chandler and Farnsworth for their presentation at the last City Council meeting.  The power point program was informative and appreciated by everyone.  

Mills CARE grant for $88,000 is almost complete.  A Welfare, Health, Air, and Land Evaluation (WHALE) committee could be set up to assist the city in further education, conservation and more protection for our drinking water.  

An report on the “Incident Report” was given by Chandler .  Water testers Chandler , Hager, Mohler, and Wilcox worked on the report.  The WQC made suggestions on the report and Chandler will make the corrections.  Henderson suggested that we will not only include Lane and Douglas Counties in Early notification, but bill them for testing.  

 Farnsworth made a motion to adjourn and Henderson gave the second.  Motion passed.  The meeting adjourned at 9:17 PM .

February 5, 2009

Councilor Richard Koehler opened the meeting at 7:03 PM .  

Those in attendance were voting members Mark Chandler, David Dumas, Ralph Farnsworth, and John Stead.  Voting members Rick Cox and Ken Henderson were absent.  Steve Hager, Jamie Mills and Susie Navetta also attended.  

Mark Chandler made a report on the Quality Assurance Project Program (QAPP).  Mark is preparing to address the City Council at the February meeting.  The QAPP program involves both Siltcoos and Woahink Lakes .  The phosphorus data collected on both lakes was charted and graphed showing trend lines.  The report will also contain the history of charting on the lakes, progress of the Water Quality Committee and ordinances adopted to maintain water quality.  Mark said, “There is much more data on Woahink Lake .”   Mike Savinski, from the Siuslaw Watershed, has not yet come on board, but he is willing to help.  The Department of Environmental Quality (DEQ), Department of Human Services (DHS), and Honeyman State Park are the other agencies that will be involved.  Portland State University (PSU) will be mapping the sub-surface of Siltcoos Lake 4 times this year to learn what weeds are present.  This mapping hasn’t been done since 1994.  

Councilor Jamie Mills told us of the plans being made by the homeowners association on Siltcoos Lake .  Four hundred square feet of Aqua Screen matting may be place on Siltcoos Lake near Kiechle Arm to prevent weed growth.  The lake level is extremely low right now so this would be an excellent time for placement.  The Division of State Lands (DSL) has given permission.  The Oregon Department of Fish and Wildlife (ODFW) will also have input.  The cost of the trial project is about $1500 and should be done while the lake is this low.  On a similar note, weed control in Woahink Lake maybe getting some attention near Ford Way by Gerry Curran and his fellow divers.  According to Ralph Farnsworth they will be hand pulling and removing Parrot Feather.  

Chairman Richard Kohler is concerned for the WQC because in 2008 our meeting had to be cancelled due to lack of a quorum. Rick Cox has not been attending meetings for 6 months now.  Last year Rick also had poor attendance and was asked to attend more meetings.  The committee thinks it needs full time members.  Dr. Scott Landry’s name came up as he would be qualified, but Mark Chandler said Scott was too busy.  Mark made a motion to find a new member and Dave Dumas seconded the motion.  John Stead amended the motion and a second was made by Dave to make a recommendation to the city council to appoint a new person.  The motion passed.  

Two grant opportunities are available.  One is from the Environmental Protection Agency (EPA) and the other one is from the Institute of Public Health of Lane County.  In the mean time David Dumas will look it over.  Time is short as it is due in March.  The $400,000 grant is for loans on no interest septic system installation, controlling septic effluents, etc.  Jamie Mills suggested we should make a wish list so that we knew how to write our grants.  One wish would be a portable lab to do some in house testing.  Jamie is looking at another grant for Mayor Eric Hauptman.  

The long septic maintenance discussion ensued around the following:

1.  Is it important for the tank to be empty for the initial inspection? 

2.  What is a failed system?

3.  Are forms being filled out correctly?

And for the homeowner -

4.  How does the homeowner find a company?

5.  Is the company offering the correct service?

6.  Does the company have qualified inspectors?

7.  Is the inspection too expensive? 

The committee thought we need to watch the Septic System Maintenance Program longer to make recommend changes or make evaluations.  

Richard Koehler reminded us that the current algal bloom advisory lasted 93 days and last year is was only 57 days.  The WQC will not do extensive testing in the future.  Mark Chandler asked if the WQC received $6000 for Emergency Algal Bloom testing.  The City said the funds are in place.  The protocol plan has not been completed and will be on the agenda next month.  Richard will send the draft around to the WQC members.  

After seeing the maps and reviewing the site visit by David Dumas the WQC feels they can put the biosolids sites issue at the Libby Ranch to rest.  

Hopefully, next month or so a 303 D Report from Rich Miller will occur.  In preparation we should all review the Alderwood Report, the Dunes City Drinking Water Source Assessment and the South Coast Water District Report that can be found on the website.

January 5, 2009  

Chairman Richard Koehler opened the meeting at 7:02 PM .  

Those present were Mark Chandler, Dave Dumas, Ralph Farnsworth, Steve Hager, Richard Koehler, Jamie Mills, Bob Mohler, Susie Navetta, John Stead, and Wes Wilcox.  Also in attendance were Mayor Eric Hauptman and City Recorder Amy Graham.  Rick Cox was absent.  

The minutes of 12/4/08 were amended and Mark Chandler made a motion to approve as corrected with a second by John Stead.  The motion passed.  

Richard Koehler reported that he had spoken with Randy Trox, the DEQ Septic Program Manager, about the Septic System Maintenance Ordinance.  The City is looking for a list of Pumpers, Installers and especially State Approved Inspectors.  The list, on the DEQ web site, is huge, but there are very few Pumpers and even less State Approved Inspectors in the area.  The only one in the area that can do everything is Econo Rooter out of Coquille.  Wally’s Septic located in Florence only does the pumping.  Susie Navetta will contact Wally’s to check on their status.  It was noted that Jim Barmore is trying to get certification. Dunes City was the first city in Oregon to pass a Septic System Maintenance ordinance.  Last year Richard attended a DEQ Onsite Meeting and has been asked to attend this years meeting to give them the Dunes City update.  The City is now moving forward with about 20 evaluations a month.  The City will be issuing new letters to those who did not originally comply, those who do not comply will be subject to fines.  

Mayor Hauptman came to the meeting to talk about the Siltcoos Algal Bloom and the calls he has received from unhappy residents that the Warning Signs had not been lifted by the state.  He said he would like the Water Quality Committee to cut down on testing, but he inferred he wanted to cut down on sending in the samples for further testing.  A single water sample was sent for testing on 12/8/08 , to cut down on costs, this last month.  The WQC is well below budget and making progress on getting some financial help from other sources.  [The testing program is in compliance with the Comprehensive Plan Policies B7, B8, E1, and K2 .  The WQC was established to maintain the public health, welfare and safety of its citizens by conducting, recording, archiving, and reporting on the on-going monitoring of data and conclusions.  DHS will have testing abilities soon.    Mark Chandler, Ralph Farnsworth, Bob Mohler, and Wes Wilcox met for the QAPP to document the testing results and prepare them for the website.  Amy Graham went over the rules for purchase orders and receipts over $50.00.  

There seems to be a lot of confusion over the protocol for the office to follow for suspected algal blooms.  The Protocol document, Algal Bloom Monitoring and Reporting v.4, will be one of the topics for next months discussion after Mark Chandler and Steve Hager go over it one more time.  Water User Fees and Septic System Inspectors will also be on the agenda.  

Last month we had a report from David Dumas on the septic effluent disposal from Wally’s.   

Mark Chandler will be making a report to the Council in February about the state of the lakes and the TMDL testing.

Chairman Richard Koehler opened the meeting at 7:05 PM.  

Those attending were Mark Chandler, David Dumas, Steve Hager, Richard Koehler, Bob Mohler, and John Stead.  Those absent were Rick Cox, Ralph Farnsworth and Jamie Mills.  Susie Navetta recorded the minutes.  

The minutes of October 2, 2008 were approved, as written, after the motion by John Stead and a second by David Dumas.  There was no meeting in November due to a lack of quorum.

The committee went over the protocol for algal bloom for the city.  Mark Chandler said he was developing a list of “spotters” for the lakes to notify him for problems on Woahink Lake and Bob Mohler should be notified for problems on Siltcoos Lake .  Response for reported problems will be:

1.  Notify the office of the reported incident

2.  Check the temperature

3.  Do regular testing

4.  Call State if necessary  

The office response for algal blooms will be:

1.  Take information from reporter on log sheet (to be entered into a log book).

2.  Notify Mark Chandler 997-3869 for Woahink Lake or

     Bob Mohler 997-9223 for Siltcoos Lake and the Web Master

3.  Remind the Mayor (or in his absence, the President of the Council) to prepare a press release for distribution to the press and the electronic media, such as: “an advisory is in place…”  

Mark Chandler announced that a group of drinking water systems has been approved for a grant with 32 tests in the spring.

The TMDL lake repair action may help lower the nutrient level caused by developing, clear cuts, and cattle according to Rich Miller from the State Center for Lakes and Resources.  

David Dumas reported on the Bio-solids Program and went with Wally’s Septic Service to the Libby Ranch ( Canary Road to Maple Creek).  Wally’s first takes out the solids (plastics) and then the bio-solids are constantly stirred, with the addition of lime, until they come to a PH 12 while in transport to the ranch. Then the bio-solids are sprayed and rested on a site for about ninety days before cattle are allowed to graze there again.  

The committee is concerned about the property on the east side of Woahink Creek.  Neighbors claim that the owner said he intends to put a bridge over the creek.  Lane County is the lead on this property.  Mark Chandler made a motion to have Dunes City write a letter to Lane County Land Management to ask to be a party of record and ask Lane County to enter into an Intergovernmental Agreement with Dunes City on land use issues within the six mile area of influence.  David Dumas gave the second.  The motion passed.  

John Stead made a motion to spend up to $500 for testing of selected already collected Siltcoos Lake samples.  Mark Chandler gave the second and the motion passed.

October 2, 2008

Chairman Richard Koehler opened the meeting at 7:03 PM .  

Those attending the meeting were Mark Chandler, Dave Dumas, Audrey & Ralph Farnsworth, Steve Hager, Richard Koehler, Jamie Mills, Susie Navetta and John Stead.  Rick Cox was absent.  

The first topic of discussion was the Lane County Boat Ramp at Siltcoos Lake .  It is still unclear whether our water tester will be given permission to park in the Lane County Fee Parking Lot for free.  This situation should be resolved by the next WQC meeting.  

The minutes of the last meeting were approved with corrections with Ralph Farnsworth’s motion and a second by John Stead.  

An Algal Bloom was anticipated a few days ago, but due to the cooling weather the bloom was only slight before the scum disappeared.  

Protocol was next subject of discussion.  A form should be designed to allow people to report emergencies as well as one for asking about the conditions of the lake water. It would be helpful to make a sample page for the office staff.  It was determined that Dunes City has no liability, but it still needs to keep the public informed. Steve Hager said, “ Lane County has the greatest responsibility”.  Dunes City needs to link to all agencies on the perimeter of Siltcoos Lake .  The committee wonders when the Department of Human Services will take action.  Money for extra testing is just not available.  The discussion turned to the Rural Tourism Money Program (RTMP) and if the WQC could make a presentation to the Council for emergency testing funds.  Mark Chandler made a motion that the WQC ask the Council to set aside for $2500 for primary testing of the lake for an algal bloom.  Jamie Mills seconded the motion.  Motion Passed.  

David Dumas has agreed to contact Mark Correa at Wally’s Septic and take a ride out to the biosolids disposal program and report back to the committee.  

Ralph Farnsworth contacted the Siuslaw Watershed Council about the Roseburg Forestry pesticide spraying and they thanked him for the information.  

David Waltz. Department of Environmental Quality (DEQ) will work with Dunes City , ODOT, Foglio and Honeyman State Park on stormwater issues.  

Next month, John Stead will talk about.the water fees: the start up, the annual and the transfer to new owner fees.

The minutes were approved as corrected with a motion by David Dumas and a second by Mark Chandler.

New Business:

a. Gary Foglio and the 1200z permit - Foglio uses BMP' S and collects samples 4 times a year to monitor his Stormwater Pollution Plan. His plan is up for review and the WQC wishes to make comment. A sub-committee was formed to meet with Foglio to understand the stormwater protection plan and see if it is operating as it was designed. Those on the committee are Mark Chandler, David Dumas, Ralph Farnsworth, and Steve Hager. Pam Blake from DEQ said to ask for turbidity test s and nutrient sampling.

b. Weir/ Anderson 's Quit claim Promise - John Stead explained the Memorandum of Understanding (MOU) and the agencies that took part in the process. He said the easement through the Anderson property is the current problem. John gave an explanation of how the weir and the water level of the lake work.

c. ODOT - The letter from Jamie Mills was approved and recommended to be sent by the City to thank ODOT for their recent work on the rumble strip on Hwy. 101 near the Myrtlewood Factory. The letter also addresses the moratorium on pesticide use along the highway. For the protection of our residents and our fish and wildlife the committee would like to know when the moratorium will end and what type of pesticides they will be using near our lake drinking water. Steve Hager will make this information available to the Siuslaw Watershed Council and ask them to make comment to ODOT.

1. Lane County - we should be questioning the use of herbicides and pesticides along Lane County roads in Dunes City .

2. Honeyman State Park - Shirley Stentz should be included in the loop with the spraying issue and the Stormwater Protection Plan for Foglio's Trucking. Mark Chandler will notify her.

3. Boatwashing in Woahink Lake needs to be addressed again. The committee realizes it is an education program, but signage does not seem to be the answer.

4. Weed abatement - Ralph Farnsworth will contact divers Jerry Curran and Brian Mill to see if they will help on a weed pulling program.

Old Business:

A discussion of the purpose and direction of the WQC confirmed that the committee was headed in the right direction. Richard Koehler passed out copies of "The comprehensive Plan's Water Quality References" for the committee to study for next months meeting. The plan referenced the goals and polices of Dunes City .

Siuslaw Watershed Council Web Site will soon be reporting water testing data and observations from Siltcoos and Woahink Lakes due to their ability to transcribe our Access program into an Excel program. Mark Chandler, Steve Hager and Bob Mohler have been collecting data for Mike Sovinski at SWC for the web site on this project.

The Siltcoos Lake Water Testers will put a sign in their windshield while parking at the Lane County Siltcoos parking lot to prevent further citations.

  August 7, 2008

The meeting was called to order by Chairman Richard Koehler at 7:09 PM .  

Appointed members attending were Mark Chandler, David Dumas, Ralph Farnsworth, Steve Hager, Richard Koehler, Jamie Mills, and John Stead.  Rick Cox and Bob Mohler were absent.   Susie Navetta took the minutes.  

John Stead made a motion to approve the minutes as amended with a second by David Dumas.  The minutes passed as amended.  

1.  The Drinking Water Grant – Mark Chandler is now helping Jamie Mills finish up on the grant for small water systems.  The Grant fund monies could be used for algal Bloom.  Some money may actually come to Dunes City . 

2.  Festival of the Lakes will be held on August 9th.  This year the speakers will be John Stead on “The Sustainability of Our Lakes”, Ralph Farnsworth on “Revenue” and Richard Koehler will give a slide show of our beautiful lakes.  This year’s theme will be “Volunteers” and of course, “Stewardship” will be ever present.  Richard Koehler is the chairman of the Communication and Education Committee that puts on the festival every year.  Richard is also the editor of the Dunes City Newsletter and the Dunes City website and this allows him to provide information to the community on many issues.  

3.  David Dumas visited a web site, “Weeders Digest”, that said using Barley Straw as an additive will reduce weeds in the lake.  Richard Koehler said he would send everyone an e-mail on “Stop the Erosion” for even more information on the subject.  Old timers on Siltcoos Lake claim it was weed free before the dam was put in, as the water was flushed out and then seasonally renewed by sea water and winter rain.  Steve Hager said, “Putting down mats after pulling the weeds works for a period of time according to Mark Sytsma”, from Portland State University,   Mark Chandler said the next grant after the “319” Grant will follow with a grant on weed control.  We may not be able to eliminate, but we can surely control weed growth.  

4.  ODOT – Jamie Mills will write a letter to ODOT thanking them for repairing the spring in the center of Hwy 101 and the bumper strip that was installed across from the Myrtlewood factory.  Next month the WQC, after approval, will send the letter to the City Council.

6. Herbicides Meeting - Dunes City was well represented by Amy Graham, Eric Hauptman, Richard Koehler, Joanne McMicken, Susie Navetta, Karen Peck, Robert Quandt  and a few folks from the Florence area who attended a meeting in the Florence Library Bromley Room on Herbicides.  Commissioner Bill Fleenor arranged for the meeting with Orin Schmacher.  Orin advised us that presently there is a moratorium on Lane County spraying herbicides on County roads.  Orin thinks the ban should be lifted.  He was informed that the folks in Dunes City drink their lake water and thought the moratorium was a good idea for this area.  At the WQC meeting Mark Chandler was interested in contacting Roseburg Lumber about the herbicides they use near Little Woahink Lake.  Jamie Mills will write a letter asking what kinds of herbicides they are using and contact local groups for help.

7.  Water Quality Committee – What is the purpose of the committee?  Is the committee interested in code violations, tree removal from the lake, the installation of sandy beaches, the use of anti-bacterial material, weeds imported by boats, disposal of medications, and road run-off.  Trees in the riparian areas are critical for the salvation of the lakes.  Ordinances for Erosion Control, Phosphorus Reduction, Septic Maintenance, and Stormwater Pollution Reduction were recently written and will benefit the entire community by protecting our lakes. Some of last years meetings were  successful, such as:

1.  ODOT - bumper strips and road repair, but not the speed limits on Hwy. 101.

2.  Lane County – the Canary Slump repair, but not run-off by the 1st bridge.  George Goldstein, advisor to Bill Fleenor – is still in contact and ready to facilitate.

We still need more contact with the following:

Gary Foglio and the settlement ponds

Porta Potty installation on work sites

Siltcoos Water Rights

Expansion of the Siuslaw Wrecking Yard. 

 “The 2nd bridge businesses are the ones mentioned in the Source Water Protection Plan”, said Mark Chandler.  Everyone agreed that we need to keep an eye out on them.

 

8.  The budget for last year was $5800 and this year it will be $5200.  The water testers are Mark Chandler and Ralph Farnsworth on Woahink Lake and Bob Mohler and Wes Wilcox on Siltcoos Lake and Steve Hager tester at large.

Algal Protocol will be the main topic for next month meeting on September 4, 2008

July 17, 2008

Chairman Richard Koehler opened the meeting at 7:08 PM .

Those present were Mark Chandler, Rick Cox, David Dumas, Steve Hager, Richard Koehler, Jamie Mills, Bob Mohler, Susie Navetta, and John Stead.

 The minutes of June 9, 2008 were approved as amended.

Mike Sovinski from the Siuslaw Watershed Council helped Ralph Farnsworth and Richard Koehler switch from an Excel to Access program in order to make better graphs to show lake monitoring.  The WQC has different opinions of what should be put on the web site.  Bob Mohler wants to make all information available.  Rick Cox said, “It has to be perfect.” Bob replied, “People only care if it is fit to drink”.   John Stead said, “It is too early for information to be put out.  Let’s let cook and…” 

Ralph Farnsworth and Richard Koehler explained each of their own graphs and what information we could gain from them.  It was determined that the graphs would not understandable to the public at this time.  The graphs show that after many years of testing that as temperatures go up, clarity goes down.  Steve Hager remarked, “Clarity is seasonal.  In July the temps go up.”   The graphs show averages of phosphorus, clarity, temperature and location.  In 2006, the City Council was presented informational graphs about the condition of the lakes.  Jamie Mills believes that the time has come to make this information more public.  The WQC wants to be careful that we don’t alarm the public with incomplete information.  Steve said he could request that the Siuslaw Watershed Council (SWC) put our information on their website and the public would then be able to compare our data with SWC.  

Question?  What are the causes of Phosphorus in the Lake ?  In the order of progression they are the need for growth, excavation, erosion, sedimentation, weeds and fertilization by wild life.  Susie Navetta thought homeowners should be watching for vegetation around their docks.  Richard Koehler agreed that individuals should be pulling and disposing weeds by composting or removing them to a landfill.  He also suggested that the committee look into the causes of weed infiltration.  In some lakes, weeds are being controlled by putting mats on the bottom of the lake with some short term success.  Steve Hager said last year 56 lakes had algal blooms. 

Mark Chandler talked about the 319 Grant and how it would affect the Siltcoos River and the tributaries.  The Grant will measure 23 water quality parameters including temperatures, fish populations, nutrients, and algae toward the establishment of a Total Daily Maximum Daily Load (TMDL).  Weed management is not included, but will be addressed in a second Grant.

Jamie Mills wrote a water related protocol paper.  Richard Koehler also wrote a more detailed paper on public security, land disturbance (earthquake) and water issues.  Richard will e-mail copies to the committee for study and then for discussion at the next WQC meeting.  John Stead wanted to be sure that telephone protocol would be addressed and Richard wanted to refine the issues.

John Stead showed us the mapping of his septic system from the original drawing to the proposed plan to the final “as built”.  Everyone noted the differences.  Mark Chandler shared his brand new septic evaluation, mapping and pumping bill of about $800.

Next month we will be discussing Weeds, Protocol, What to put on the Website, and who will help Dunes City pay for Water Testing (EPA, DEQ, DHS, Lane County or Grants).

The next meeting will be held August 7, 2008 at 7:00PM

New Business:

            a. Website – graphs showing testing results were presented.  

b. Septic maintenance – packets were passed out for discussion.  The Definitions and Amendment for the Septic Ordinance were approved by the WQC and sent on to the Council for approval.  Jamie Mills and Susie Navetta are working on a simple drawing for the septic system mapping that will be made in time for the Festival of the Lakes to educate the public.  

c. Algal Bloom – Steve Hager submitted the algal monitoring report.  

d. Jamie Mills brought in “Invasive Species” signs for both lakes.  Susie Navetta will take one sign to Honeyman State Park and ask that it be installed.  Jamie will look into weed reduction by agitation and report back at the next meeting. 

e. Water testers report – Steve Hager reported that because of the new weed growth in Woahink Lake the phosphorus levels could actually be lower.  

Old Business:

a. Dan Reitz re: his water business reinvite – Reitz would like to hook into Woahink Lake for commercial purposes according to Rick Cox.  The WQC would like to talk to Dan about his plans.

            b. Lake Monitoring data needs to transfer from Access to Excel. The committee needs help     in learning this process.  

            c. Oregon ’s Drinking Water Protection Grants 2009  

            d. Business Licenses and water Quality discussion.  

e. Biosolids Program DEQ – Inspecting the watershed presentation by Rick Cox.did not take place.  

f. Ordinance 197 – changes were made to 140.13 from a motion by David Dumas and a 2nd by Ralph Farnsworth.  A recommendation will be made to the City Council.  

g.. Purchase Orders for Dunes City – Ralph Farnsworth made way for an exception on the $50 limit without a P.O. for gasoline.

May 1, 2008   

Chairman Richard Koehler opened the meeting at 7:03 PM

Voting members present were Rick Cox, David Dumas, Ralph Farnsworth, Jamie Mills, and John Stead.  Mark Chandler was absent.  Others attending were Audrey Farnsworth, Steve Hager, Richard Koehler, and Susie Navetta.

The minutes/notes from the last meeting (that did not have a quorum) were accepted.

New Business

A.  Guest Dan Reitz (South Coast Water District) did not attend again.  A letter will be sent to Dan requesting him to attend.  Jamie Mills was concerned about the lead level in Siltcoos Lake she read about on his website.  It was suggested that his water sample was tainted.  

B.  Chairman Richard Koehler wanted a graph to put on the Web site, no one volunteered so we will have to wait until Mark Chandler returns.  Davis Dumas and Jamie Mills noted it needed to be released to the public.  Christine May recently made all of the updates.  And now data should be provided to the web site as to what kinds of tests the water testers use and the results.  Some of the tests are Secchi readings, temperature, phosphorus, oxygen, clarity and Chlorophyll.  Richard asked that committee members bring some information to the next meeting to use on the web site.

C.  Jamie Mills passed out a grant project for “Drinking Water Protection”.  She asked the committee to review it because it needs to be submitted before July.  

D.  Steve Hager and Mark have been working on a report for a long time now.  Steve Hager said that next month he and Mark will have emergency directions for the lakes in case of a spill or an algal bloom.

E.  The Chairman asked if Business Licenses for vacation rentals was a water quality concern.  It was agreed that we should take that in to consideration.  

Richard Koehler reported that he spoke at the Department of Environmental Quality (DEQ) meeting recently.  DEQ is revamping what is important to the State Law. How do we deal with DEQ and Department of Human Services (DHS) in the future?

Old Business

A.  WQCC Resolution to Ordinance and new duties statement.  The ordinance was reviewed by the committee and changes were made to the draft from John Stead.  A motion was made by David Dumas and seconded by Ralph Farnsworth to accept the Ordinance and make a recommdation to the City Council for approval.  

B.  Biosolids Program DEQ were not discussed because Rick Cox had to leave early.

April 3, 2008  

Chairman Richard Koehler opened the meeting at 7:05 .  Voting members present were Rick Cox, David Dumas, and John Stead.  Also attending were April Dumas, Steve Hager (water tester), Richard Koehler (chair), and Susie Navetta.

The minutes of March 6th were reviewed and approved by consensus.

Dan Reitz (South Coast Water ) could not attend, but will be at the next meeting.

Taylor property – Along discussion with background information on the property and the entire area ensued.  The concerns about run-off from the Glenada Corridor were noted and need to be studied again.  Many businesses add to the potential accumulative effect are not in Dunes City , but in the 6 mile area of influence and play a huge part in the water quality of Woahink Lake .

Water Quality Control Committee review of the resolution and change into ordinance format halted the meeting.  When looking at the membership of the committee, we realized we did not have a quorum.

Stinky water at Woahink Lake .

Progress with the Septic Evaluations and ordinance.

March 6, 2008

The meeting was called to order at 5:05 PM by Chairman Richard Koehler.

Those voting members present were Mark Chandler, Rick Cox, David Dumas, Ralph Farnsworth, Jamie Mills, and John Stead. Voting member Janet Carroll was not present.  Non-voting members present were Audrey Farnsworth, Steve Hager, Richard Koehler, Bob Mohler, and Susie Navetta.

The minutes of February 7, 2008 were approved as corrected.  John Stead suggested that ALL water meter placement be added to the software and shown on monthly reading postcards.

Dan Reitz of South Coast Water Supply could not attend the meeting as planned because of the early meeting time of 5:00 PM .  He will attend the next meeting on April 3, 2008 .  There was a long discussion on the water meter reading program and the placement of the meters.  The committee would like to know the cost of the yearly reading by Dan Reitz.

The Septic System Maintenance Ordinance program has not progressed for the past several months.  The committee knows how important this program is to the protection of the lakes.  The first evaluations were to those installed before 1974 (no mapping), the next tier was to be those installed before 1983 (no electronic recordings), then homes built after 1983 and closest to the lakes, and finishing with the rest of the citywide evaluations.  It was agreed that the WQCC could help the staff by printing and putting the packets together.  Richard Koehler and Jamie Mills will review the packets and Jamie and David Dumas will print the first set to be sent in March and the second set to be sent in April.

The Water Quality Control Committee Resolution to Ordinance will be sent to the committee, to study and make recommendations, by e-mail from Richard Koehler so that by the Council April meeting it can have a public hearing.

Bio-solids program out Canary Road is of concern to the committee.   Rick Cox will be calling on George Burke, who investigated this issue last year, and Mark Correa of Wally’s Septic.

Brian Gray fromthe Boy Scout camp has volunteered to be a water tester on Siltcoos Lake .  The committee is hoping Robbin Mills will submit and application.

Ralph Farnsworth reported that the Woahink Lake Association will be re-planting the riparian area in Honeyman State Park every Saturday in March from 10:00 to 2:00 PM .  This partnership will help the longevity of the lake.

A Goal statement needs to be made by the WQCC and Dunes City to make the Department of Human Services aware of the cost of water testing for ALL of the Lakes of Dunes City.

Bio-solids - Ralph Farnsworth gave a presentation on the effect Bio-solids have on the environment by stating the pros and cons of such programs.

South Coast Water Systems (SCWS) - Rick Cox wanted to talk about the local water system

that serves over 50 households and is currently using Siltcoos Lake water.  SCWS would like

to use Woahink Lake water by obtaining easements from private property owners.  Ralph

Farnsworth made a motion to invite the owner Dan Reitz to the next WQCC meeting to

report on his plans, ideas and the situation.  Rick Cox gave the second.  Richard will invite

Dan to the next meeting. 

Water Meters – John Stead suggested that water meter installer Dan Reitz decide the placement

of all future water meters for Dunes City land owners.

Canary Road - runoff is being closely watched by George Goldstein of Lane County Road

Advisory  Board.  This has been a problem area, near the first bridge, has allowed water to run

on to Canary Road and then into Woahink Lake .  George will keep Lane County involved and

help to find a solution to the runoff.

Septic Replacement – It is believed there have been 9 to 12 septic replacements since the start

of our septic program.

New Septic System Report - David Dumas reported that some of the committee met with a

new septic company that uses peat to process the waste.  They are a few years away from

meeting Dunes City needs.  Their system is very good at removing nitrogen, but not phosphorus.

Presentation to DEQ – Richard Koehler went to Springfield to explain Dunes City’s Septic

System Maintenance Ordinance.  The group was made up of state officials as well as septic contractors. Dunes City was the first city in Oregon to write a Septic Ordinance.

Water Testers – we are still looking for water testers for Siltcoos Lake perhaps Robin Mills

would be interested.

Mark Chandler reported that an application for a $143,000 grant had been submitted by the Center for Lakes and Reservoirs – Portland State University in cooperation with Mark, Steve Hager and Bob Mohler for preliminary monitoring in preparation for  the Total Maximum Daily Load TMDL) of Siltcoos Lake.  The Department of Environmental Quality (DEQ) grant has a 60% DEQ funds and a 40% matching funds.

The WQCC is looking for water testers on Siltcoos Lake .  Currently Bob Mohler and Ian Chun would be willing to test, but they do not have a boat on Siltcoos Lake .  Rick Cox said he was willing to loan his boat for testing and it is on Siltcoos Lake , but it’s too small for our needs.  Susie Navetta will call the owner of the old Morris property to see if he is interested in volunteering.

The committee decided to table the WQCC Resolution/Ordinance until it is reviewed by the WQCC committee.  Susie Navetta will ask Secretary Jeannie La Rocca for Resolution 1-15-04 and Richard Koehler will send it to the committee for their perusal.  At the February Council meeting the committee will likely make a recommendation to the City Council.

Mark Chandler contacted Mark Chernaik for information on the Sole Source Aquifer designation.  The Woahink Lake Association covered the associated costs.  It is apparent the there has to be a delineation of the aquifer for the EPA and 50% of the residents in the area must use it for drinking water.  Mark Chandler will look for more information from Troutdale and other state projects to continue this process.

Richard Koehler checked with DEQ, on the 1200 C permits, and found that there had only been 3 south of the Siuslaw River .  This permit states that a plan must be made and approved with the disturbance of over one acre of land.  Another requirement is Wetlands must have silt fences in place before heavy machinery comes on the property.  According to Steve Hager, Ordinances such as the ones for Erosion, Stormwater and the Phosphorus help protect the lakes from phosphorus building up in the drinking water.

During the last water testing it was noted that NO muddy water was present in the month of December near the first arm of Woahink Lake .  A Secchi reading at 15’ at the first bridge was noted by Ralph Farnsworth and Steve Hager.  Richard Koehler was concerned about the water runoff west of the first bridge and wondered if the committee should sand bag it.  The committee felt that George Goldberg from Lane County Road Advisory should be contacted.  Richard will make that contact with him.

A reminder:  Lane County Commissioner Bill Fleenor will be a Dunes City on January 10th at 7:00.

Richard Koehler and John Stead will be giving a power point program on February 6, 2008 in Springfield .   DEQ suggests that Dunes City can share their experience of writing and implementing a Septic System Maintenance Ordinance.

The Committee decided to build a list of contacts (other cities) for our phosphorus reduction program and Richard Koehler will assemble them to share mailings to state officials.
